Federal Contracting Opportunities:  Steps Required to Contracting

 

The U.S. Government is the largest purchaser of goods and services (Source: SBA).  If you sell it, the chances are that the government probably buys it.  Government contracts are not just for large companies.  Federal agencies are required to target small businesses.  The government has a large number of programs which are designed to assist small businesses get their fair share of contracts.  There is a lot to be gained from government contracting but the procurement process can be challenging as well as time consuming if companies are not thorough.  Many concerns that small businesses have in regards to government contracting – too complex, assisting in navigating the process difficult, hard to compete with larger firms, - have all been conquered by those that have been successful.

 

Here is a basic guideline to help you get on the road to partnering with Hensel Phelps on the New  San Ysdiro Land Port of Entry Phase 1b as well as other future Federal opportunities.

 

Become Certified/Qualified for Government Contracting

š       Have you obtained a DUNS number?  A Data Universal Numbering System is how the government identifies all contractors.  A DUNS # is free and can be obtained from Dun & Bradstreet at www.dnb.com/us/duns_update/index.html

š       Do you have a Federal Tax ID number (also known as an Employer Identification Number (EIN)?  If not, you can apply for one via the IRS using Form SS-4 http://www.irs.gov/pub/irs-pdf/iss4.pdf 

š       Do you know what your classification is?  You will be asked for your NAICS (North American Industry Classification) code which can be found at www.census.gov/epcd/www/naics.html and your SIC code at www.osha.gov/oshstats/sicser.html (whie the NAICS codes have effectively replaced the SIC codes, the government still requires the latter).

š       Is your business entered into the Central Contractor Registration (CCR) database?  If you want to do business with the federal government, you must register with CCR.  Please fill out both the mandatory and optional fields as this will help create a detailed portrayal of your firms capabilities and qualifications.  www.ccr.gov – Your CCR is your key marketing tool.

š       Are you registered with ORCA?  In addition to registering with CCR, you will also be required to register with the Online Representations and Certifications Application (ORCA) https://orca.bpn.gov/.

š Use the U.S. Small Business Administration as a tool to help secure federal contracts.  The US SBA has many programs designed to help companies succeed in government contracting.  www.sba.gov
