Project Overview
The San Ysidro LPOE is the busiest land port in
the world. The existing, outdated 30-year-old
24/7
facility can no longer support nor enforce the
missions of the U.S. Customs and Border
Protection
(CBP) operations. The Port currently processes
an average of 50,000 northbound vehicles and
25,000 northbound pedestrians per day. The San
Diego Association of Governments (SANDAG)
predicts an increase in vehicle traffic at San
Ysidro of up to 70% by the year 2030. SANDAG’s
recent
study indicates substantial economic impacts of
$8.4 billion in lost revenue to the region
resulting
from increased wait times at the border. Given
the delays at current traffic volumes, capacity
of the
Port must be increased to accommodate regional
growth.
The full build out of the project, is spread
over three phases and consists of the demolition
and new
construction of the Port, including primary and
secondary inspection areas, administration
building,
pedestrian building, and other support
structures. Additionally a new southbound
roadway with
inspection facilities will be constructed to
connect with Mexico’s anticipated El Chaparral
Port facility.
The expanded facility will consist of 225,000
square feet of building space, 30 northbound
vehicle
lanes containing 60 double-stacked inspection
booths, one bus lane, and six southbound vehicle
lanes. The latest in security and antiterrorism
enhancements will also be included in the
project to
improve operational efficiency and increase
passenger and vehicular processing. The
Government’s
goal is to provide a more efficient and secure
Port while ultimately improving the overall
traveler
experience.
Phase 1b is the next step of the overall
Expansion & Reconfiguration.

The project seeks to modernize security systems
and other facilities to meet heightened security
requirements, provide safe, secure, and
efficient operational areas for the public and
federal
employees, reduce mounting congestion,
facilitate international commerce, and improve
energy and
water efficiency.
Phase
1b has several goals that it will be reaching
for and include achieving at a minimum a USGBC
LEED
N.C.v.3.0 - Silver rating, creating 41% small business
participation, and finally providing jobs for
45% minority and 6.9%
females.
